Forest Hills: private streets on one side, elevator towers on the other
Forest Hills Gardens is a privately maintained street grid of Tudor houses. Six hundred feet north, Queens Boulevard is a wall of post-war co-op towers. Neither job resembles the other.
Queens Boulevard is elevator access control country
The co-op towers along Queens Boulevard, Yellowstone Boulevard, 108th Street and the streets around Austin Street are mostly 1950s and 1960s: 100 to 400 units, a single attended or unattended lobby, a service entrance, a rear courtyard door and in many cases a below-grade garage. This is the concentration of elevator buildings in a borough where only about 31% of units have an elevator at all, and it is where floor restriction actually gets bought.
The part that surprises boards is that elevator access control is not primarily a low-voltage job. It is a low-voltage job that depends on an elevator contractor. A reader in the cab has to send its data down the traveling cable to the machine room, and the traveling cable is the elevator company’s property, their labor and their schedule. If there are no spare conductors in it, someone has to add or replace that cable, and that single line item is the most common reason an elevator access quote comes back at twice what the building expected.
So the first thing we do on a Forest Hills tower is not spec a reader. It is get the traveling cable conductor count and the elevator controller make and model, in writing, before anyone quotes anything.
Two architectures, and the questions that separate them
- Relay-based, the traditional method. A reader in the cab, its output down the traveling cable to a panel in the machine room, and relays wired in series with each floor button in the car operating panel. Entry-level platforms run roughly one controller per four elevator stops, so a 16-story building is four controllers per cab, not one.
- What the audit trail is worth to a co-op board, and what it costs. A lobby-only log tells the board that somebody presented a credential at 11:40. It does not tell them which floor that person went to, which is exactly the question they will be asking after an incident on the ninth floor. Getting a floor-level record means the car’s floor-button outputs come back into the access system as inputs, and those terminations are inside the car operating panel, so they carry elevator-contractor labor. Price it both ways and let the board decide with the two numbers side by side.
- Ask what year the elevators were modernized, not what year the building went up. Almost none of these towers still runs the controller it opened with in 1958. Most were modernized somewhere between the late 1980s and the 2010s, and it is that controller generation, not the building’s age, that decides whether a network-level integration exists or whether you are landing relays in the car operating panel. Destination dispatch, which removes cab readers altogether, is a Midtown answer and is genuinely rare on Queens Boulevard. Get the modernization date and the controller nameplate from the elevator company in writing before designing around either path.
- The fire service key gap nobody mentions. Fire service keys are frequently identical across every elevator of the same brand and are purchasable online. Nothing in your access system knows the difference. The mitigation is a dry contact from the elevator controller that closes whenever the car enters fire service mode, monitored as an input so at least the event is logged.
- Egress rules are not optional. Elevator lobby doors and any electrically locked egress door in these buildings must release correctly on fire alarm and on loss of power. Delayed egress and sensor-released electrically locked doors have their own specific requirements under the Building Code, and the Fire Code requires egress hardware to be maintained in working order at all times.
Private streets, Tudor stucco, and mounting into the wrong material
Forest Hills Gardens was laid out from 1909 and its streets are private, maintained by the residents’ corporation rather than by the city. Practically, that means parking, vehicle access and anything that crosses or occupies a street is the corporation’s decision, not the Department of Transportation’s. A contractor who turns up and parks the way they would on Austin Street will be having a conversation. We ask about the corporation’s rules before scheduling, and we plan a job around the fact that the van may not be at the door.
The building fabric matters just as much. The Gardens’ stucco-and-half-timber and brick Tudor houses are frequently stucco over metal lath over sheathing. An anchor set into stucco alone cracks the finish and pulls out within a season, taking a fist-sized patch of render with it. Where a camera or reader has to land on a stucco elevation, we find the framing or the brick beneath and mount into a joint, or we relocate to a soffit or a masonry pier a few feet away that gives the same field of view without the repair bill.
Slate and clay tile roofs are the other Gardens constraint. Cable routes that would normally go over a roof do not, because walking a hundred-year-old tile roof costs more in broken tiles than the whole job is worth.
Austin Street, Metropolitan Avenue and Station Square
Austin Street from roughly 70th Road to Ascan Avenue is the neighborhood’s retail spine, with Metropolitan Avenue carrying a second, lower-density strip and Station Square sitting inside the Gardens itself. It is small-format retail, restaurants and professional offices above ground-floor frontage rather than big-box, which sets the pattern of work: entrance identification cameras, a rear service door that is propped during deliveries, a roll gate contact, and an office suite upstairs that wants a credential rather than a key handed around six employees.
The recurring failure here is the office suite door with a magnetic lock on a glass entrance and nothing else. A maglock with no request-to-exit device, no door position switch and no verified fire alarm release is a code problem and a liability, and it is what we most often find behind a glass door on a second floor above Austin Street. Fixing it is not expensive. Discovering it during an inspection is.
Common questions
Why does elevator access control cost so much more than lobby access?
Because it is two contractors, not one. The reader, the controller and the credentials are ours. The traveling cable, the machine-room terminations and any work inside the car operating panel belong to the elevator company, and their labor rate and lead time apply.
Beyond that, the controller count scales with floors rather than with doors. An entry-level platform handles roughly four elevator stops per controller, so a tall building needs several per cab, plus expansion boards. A twelve-story building with two cars is a very different bill of materials from a single lobby door, and any quote that does not name the traveling cable conductor count is a guess.
Our board wants floor restriction but not a reader in the cab. Is that possible?
Only if your elevator system supports a high-level integration. Destination dispatch systems have no floor buttons in the cab at all (the passenger is authorized at a lobby terminal and assigned a car), and the access system talks to the elevator controller over the network rather than through relays.
The catch is that this depends entirely on the elevator manufacturer having an integration for your specific controller, and on it being licensed. We get that confirmed in writing from the elevator company before it goes into a design, because the alternative (discovering mid-project that the integration does not exist for your controller generation) means falling back to relays and a cab reader anyway.
How long does a 250-unit co-op cutover take, and will anyone lose access?
Weeks of part-days rather than one continuous shutdown. We stage the new head-end alongside the existing system, cut over one riser or one stack at a time, and leave the outgoing system live everywhere that has not been switched. Nobody should lose the ability to release the entry door overnight.
The limiting factors are almost never technical. They are the house rules on working hours, service elevator availability, and how many units do not answer the first two notices for in-unit access. We work regular business hours, Sunday to Thursday, plus Friday mornings, and we plan the schedule around the building rather than around us.
Can I put a camera on the front of a house in Forest Hills Gardens?
Technically yes, with two caveats. The first is the residents’ corporation and its architectural rules, which govern the appearance of the neighborhood independently of anything the city requires. Ask before you buy, not after.
The second is where it physically lands. Do not anchor into stucco over metal lath; find the brick, the framing or a soffit. And be honest about what the camera will see: a camera under a deep Tudor eave looking down a shaded front path in the afternoon will silhouette anyone approaching, which is exactly the frame you did not want. We pick the position from the sight lines and the light, then find a legal way to mount it there.

Yes, and the stock reads similarly: post-war elevator co-ops along the boulevards, garden-apartment campuses with many separate low-rise entrances on one property, and pockets of detached and two-family houses behind them.
The garden-apartment campuses are their own problem: twenty to sixty separate entrances on one tax lot, no shared riser between them, and a wiring topology question that is usually answered with cloud-managed door groups and per-entrance power rather than one central panel and a mile of cable.
